Commercial pro gas flow rate too high

I posted in the other forum, however, I realize this is the more appropriate forum.

I just picked up a used MM CP. I took it apart as it won't light. Everything looks good, except the flow rate. When the start button is pushed, the propane flow rate is massive. I think some form of orifice or metering valve is missing.

With parts in hand, I hooked up the regulator, valve, tubing and nozzle. The flow rate out of the nozzle is high enough for a 50,000 BTU 4 burner gas grill.

I am fairly certain if I could get the flow rate correct, the unit would light and function.

I contacted the original owner. He said he had a machine shop clean out (drill out) the nozzle. I think it must have had some sort of tiny orifice inside, as the flow rate now is WAY excessive.
